Ex-Police Sergeant charged with accepting $40,000 unauthorised loans

A former Police Sergeant has been charged by the ICAC today (July 2) with accepting two unauthorised loans totalling $40,000 from a security guard of a contractor providing security services at a police office building.

Leung Kam-fai, 55, faces two counts of prescribed officer accepting an advantage, contrary to Section 3 of the Prevention of Bribery Ordinance.

The defendant will appear at the Kowloon City Magistracy on Thursday (July 4) for plea.

The case arose from a corruption complaint referred by the Hong Kong Police Force (HKPF). Subsequent ICAC enquiries revealed the above alleged offences.

At the material time, the defendant was a Police Sergeant posted to the Security Control Unit of the Kowloon West Regional Headquarters (KW/HQ) of the HKPF. Security services at KW/HQ was provided by a contractor and the defendant was responsible for supervising its security guards and assigning work to them.

The charges allege that on January 12 and February 21, 2018, the defendant, without the general or special permission of the Chief Executive, accepted two loans of $30,000 and $10,000 respectively from a security guard of the contractor.

The HKPF and the contractor have rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance this Thursday.
