Senior Station Officer of FSD charged with perversion by concealing evidence

A Senior Station Officer (SSO) of the Fire Services Department (FSD) has been charged by the ICAC today (December 16) with perversion by concealing evidence against a pub in Tsim Sha Tsui for blocking its means of escape.
Fung Kwok-fai, 37, faces two counts of doing an act tending and intended to pervert the course of public justice, contrary to Common Law.
The defendant will appear at the Kwun Tong Magistracy on Wednesday (December 18) for plea.
The case arose from a corruption complaint referred by the FSD. Subsequent ICAC enquiries revealed the above alleged offences.
At the material time, the defendant was an SSO posted to the Fire Protection Task Force (FPTF) under FSD’s Licensing and Certification Command. The FPTF was responsible for handling high priority fire hazard complaints at licensed premises, including carrying out site inspections and prosecution actions when necessary.
The charges allege that on January 17 and 24, 2018, the defendant, with intent to pervert the course of public justice, did acts which had a tendency to pervert the course of public justice.
The defendant has allegedly concealed evidence in support of the commissions of the offence of obstruction and locking of means of escape of a pub in Tsim Sha Tsui.
The FSD has rendered full assistance to the ICAC during its investigation into the case.
The defendant has been released on ICAC bail, pending his court appearance on Wednesday.
