Design company proprietor charged with forgery over HKU printing jobs

A design company proprietor has been charged by the ICAC today (December 17) with forging and using false quotations of another design firm with higher quotation prices in relation to design and printing projects of The University of Hong Kong (HKU).

Wong Ming-chung, 35, sole proprietor and operator of Going Merry Design Company (Going Merry), faces a total of nine charges – six of forgery, contrary to Section 71 of the Crimes Ordinance; and three of using a false instrument, contrary to Section 73 of the Crimes Ordinance.

The defendant will appear at the Eastern Magistracy on Thursday (December 19) for the case to be transferred to the District Court for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.

At the material time, the defendant was the sole proprietor and operator of Going Merry which engaged in design and printing businesses.

Between May 2017 and June 2018, Li Ka Shing Faculty of Medicine of the HKU conducted eight quotation exercises to select design and printing suppliers for four publications, namely an anniversary booklet, two memorial booklets and a newsletter.

The six forgery charges allege that between May 2, 2017 and January 15, 2018, the defendant made six false quotations purportedly issued by another design firm for provision of design and printing services for the four publications.

It is alleged that the defendant made those quotations with the intention that he or another person shall use them to induce staff members of the Finance and Enterprises Office of the HKU to accept them as genuine, and to do or not to do some acts to their own or any other person’s prejudice.

The remaining three charges allege that on October 31, 2017 and January 15, 2018, the defendant used three of the abovementioned false quotations to induce staff members of the Finance and Enterprises Office of the HKU to accept them as genuine.

ICAC enquiries revealed that total sum of the design and printing quotations of that design firm amounted to over $860,000 while Going Merry obtained the related design and printing projects at over $700,000.

The HKU has rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance on Thursday.
