Couple charged with $330,000 salary fraud over public housing cleaning

A couple have been charged by the ICAC today (January 6) with defrauding a cleaning service contractor of a public housing estate of salary payments totalling about $330,000 by falsifying the husband’s attendance records for almost four years.
Yuen Wing-cheung, 72, taxi driver, and his wife Ho Wai-yi, 62, former cleaning worker of Law’s Cleaning Services Limited (Law’s Cleaning), face a joint charge of conspiracy to defraud, contrary to Common Law.
The defendants will appear at the Kwun Tong Magistracy on Wednesday (January 8) for plea.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offence.
Sau Mau Ping Estate is a public housing estate in Kwun Tong under the Housing Department (HD). At the material time, a property management company engaged by the HD for the estate awarded a cleaning service contract to Law’s Cleaning.
At the material time, Ho was a cleaning worker of Law’s Cleaning posted to Sau Mau Ping Estate, working under the supervision of two cleaning foremen. Yuen was a taxi driver. He was employed by Law’s Cleaning as a cleaning worker in November 2012.
The joint charge alleges that between November 1, 2012 and October 7, 2016, Yuen and Ho conspired together with the two cleaning foremen to defraud Law’s Cleaning by dishonestly falsely representing that Yuen had reported duty at Sau Mau Ping Estate as a cleaning worker between November 2012 and September 2016, and causing Law’s Cleaning to pay Yuen about $330,000 in total.
It is alleged that Yuen had never performed any cleaning duties for Law’s Cleaning.
The HD and Law’s Cleaning have rendered full assistance to the ICAC during its investigation into the case.
The defendants have been released on ICAC bail, pending their court appearance on Wednesday.
