Ex-carpark attendant charged with parking fee fraud involving $100,000

A former carpark attendant has been charged by the ICAC today (January 8) with deceiving the management company of a multi-storey carpark in East Tsim Sha Tsui into granting concessionary monthly rate to a number of tenants, causing the company to receive $100,000 less in parking fees.

Ip Siu-shing, 68, former carpark attendant of Bonky Parking Limited (Bonky Parking), faces 11 counts of fraud, contrary to Section 16A(1) of the Theft Ordinance.

The defendant will appear at the West Kowloon Magistracy on Friday (January 10) for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.

At the material time, the defendant was a carpark attendant of Bonky Parking, which provided management service for a multi-storey carpark in East Tsim Sha Tsui. The defendant was responsible for the daily operation of the carpark including rental of parking spaces.

Standard monthly parking fees for individual tenants ranged from $2,900 to $3,900, while a second-hand car dealer could rent a parking space at a discounted monthly rental of about $2,000.

Ten of the charges allege that between May 1 and December 18, 2017, the defendant falsely represented that 10 vehicles were related to four companies and a person said to be engaged in second-hand car dealing business, and with intent to defraud, induced Bonky Parking to charge discounted rentals for those vehicles in the use of the carpark, which resulted in prejudice to the company.

The remaining charge alleges that between December 1 and 18, 2017, the defendant falsely represented that an Octopus card was used in connection with a vehicle connected to the abovementioned person, and with intent to defraud, induced Bonky Parking to charge discounted rentals for that vehicle’s use of the carpark, which resulted in prejudice to the company.

It is alleged that as a result Bonky Parking received over $100,000 less.

Bonky Parking has rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance on Friday.
