Drug trafficker gets eight months for offering dangerous drug to police officer

A drug trafficker, charged by the ICAC, was sentenced to eight months’ imprisonment at the West Kowloon Magistracy today (January 24) after admitting that he had offered a dangerous drug worth totalling $3,000 at a discounted price or for free to a police officer for the latter to remain favourably disposed to him.
Wong Antony Wai-ming, 60, pleaded guilty before Principal Magistrate Mr Peter Law Tak-chuen to three counts of offering an advantage to a public servant, contrary to Section 4(1)(a) of the Prevention of Bribery Ordinance. One count of conspiracy to traffic in a dangerous drug against the defendant was withdrawn today.
The court heard that between August and September, 2017, the defendant was interviewed by a Detective Police Constable (DPC) and other police officers for intelligence collection.
On an occasion between August and December 2017, the DPC requested the defendant to supply some cracked cocaine to him.
While the market price of one gramme of cracked cocaine was about $1,000, the defendant only received $500 for supplying one gramme of cracked cocaine to the DPC and did not ask for the balance.
The court heard that on another occasion during the period, the DPC consumed one gramme of cracked cocaine at the defendant’s home in Sham Shui Po and paid $500 to the defendant.
The defendant further supplied one gramme of cracked cocaine to the DPC on a third occasion during the same period but the DPC did not pay for it.
When interviewed under caution by ICAC officers in August 2018, the defendant admitted that he had offered some cracked cocaine to the DPC either at a discounted price or for free upon the latter’s request to “avoid trouble”.
The court heard that the cracked cocaine concerned was worth $3,000 in total.
Police had rendered full assistance to the ICAC during its investigation into the case.
The prosecution was today represented by ICAC officer Chu Ka-ho.
