Engineering company owner charged with forgery over maintenance works

An engineering company proprietor has been charged by the ICAC today (August 3) with forgery for making bogus quotations to secure four maintenance works projects of a private residential building.
Chung Tan-fong, 59, proprietor of Chung Sing Company (Chung Sing), faces one count of forgery, contrary to Section 71 of the Crimes Ordinance.
The defendant will appear in the Kowloon City Magistrates’ Courts on Wednesday (August 5) for plea.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offence.
At the material time, the defendant was the proprietor of Chung Sing, an engineering company. In November 2018, Incorporated Owners (IO) of Winfair Building, a private residential building in Wong Tai Sin, requested its property management company to obtain at least three quotations for each of the four maintenance works projects for the building.
The charge alleges that between November 22 and 27, 2018, the defendant made four false quotations in the name of another engineering company, with the intention to use them to induce somebody to accept them as genuine, and thus to or not to do some act to his own interest or any other person’s prejudice.
The defendant is alleged to have made those quotations seemingly made by a person who did not in fact make them.
The IO of Winfair Building, the property management company and the engineering company concerned have rendered full assistance to the ICAC during its investigation into the case.
The defendant has been released on ICAC bail, pending his court appearance on Wednesday.
