GLD Controller and wife in court for alleged $4.2m housing loan and allowance fraud

A Controller of the Government Logistics Department (GLD) and his wife appeared in the Eastern Magistracy today (Friday) after being charged by the ICAC for allegedly making false representation to defraud housing loan and allowance totalling over $4.2 million from the Hong Kong Government.

Leung Chiu-ping, 56, Controller of Land Transport Division of GLD, and his wife Helen Law Pik-hang, 57, personnel consultant, faced one joint charge of fraud, contrary to Section 16A(1) of the Theft Ordinance.

No plea was taken today. Principal Magistrate Ms Bina Chainrai transfer the case to the District Court for plea on June 5 this year.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offence.

Leung joined the Government Land Transport Agency (GLTA) in October 1992 as Government Transport Manager, and was an eligible applicant of the Home Financing Scheme (HFS) for allowance and downpayment loan. GLTA later merged with two other departments to form GLD.

The joint charge alleged that between April 29, 1994 and May 31, 2003, Leung and Law by deceit, namely by:

(i) falsely representing to the Director of Accounting Services of the Hong Kong Government that Leung had been residing at a particular flat in Laguna City, Kwun Tong from April 29 to November 7, 1994;

(ii) dishonestly concealing that Leung had moved out of the flat on or before April 29, 1994;

(iii) dishonestly submitting a false rent receipt in respect of Leung renting the flat between October and November 1994.

With intent to defraud, the defendants induced officers of the Treasury to grant a downpayment loan of .46 million and allowance in a total sum over $2.75 million under the HFS to Leung that resulted in benefit to him.

Leung and Law were granted cash bail of $50,000 and $20,000 respectively.

GLD and Treasury had rendered full assistance to the ICAC during its investigation.

The prosecution was today represented by ICAC officers Thomas Ho and Jack Leung.
