Police Sergeant charged with credit union loans fraud and betting with illegal bookmaker

A Police Sergeant has been charged by the ICAC today (September 7) with fraud over credit union loans totalling about $600,000 and betting with an illegal bookmaker on local horse races.
Li Hung-fat, 51, Police Sergeant, faces six charges – four of fraud, contrary to Section 16A of the Theft Ordinance, and two of betting with a bookmaker, contrary to Section 8 of the Gambling Ordinance.
The illegal bookmaker concerned, Yu Chuen-kin, 72, has also been charged with two counts of bookmaking, contrary to Section 7(1)(a) of the Gambling Ordinance.
The defendants will appear in the Eastern Magistrates’ Courts on Wednesday (September 9) for mention.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.
Hong Kong Police Credit Union (HKPCU) provides credit facilities to its members. Li joined the Police as a Police Constable in 1988 and was promoted to the rank of Police Sergeant in 2008. He has been a member of the HKPCU since 1988.
Four charges against Li allege that on four occasions between June 30, 2016 and June 24, 2019, Li had falsely represented to the HKPCU that he did not have loans with banks or other financial institutions, and all the information contained on four loan application forms was true and complete.
Li was alleged to have induced the HKPCU, with intent to defraud, to grant four loans totalling about $600,000, which resulted in benefit to himself, or in prejudice to the HKPCU.
Two other charges against Li allege that on March 11 and 18, 2020, Li placed bets with Yu on local horse races.
The two charges against Yu allege that Yu engaged in bookmaking by receiving bets on local horse races placed by Li and other persons on the two aforesaid dates.
It is alleged that Li had placed bets totalling about $2,300 with Yu, while Yu had received bets totalling over $13,000 from the aforesaid persons, including Li.
Police have rendered full assistance to the ICAC during its investigation into the case.
The defendants have been released on ICAC bail, pending their court appearance on Wednesday.
