The ICAC today (July 17) charged five former employees of an insurance company in two separate cases for their alleged involvement in a dummy agent scam as well as providing false information in insurance policy applications respectively to defraud the company of a total of $4.25 million in commissions and other payments. Three of the dummy insurance agents were also charged for allegedly handling over $2.3 million in crime proceeds.

A former Executive Assistant of an apparel manufacturer was charged by the ICAC today (July 11) for allegedly using false quotations and receipts in relation to repair works of her employer’s properties to swindle approximately $480,000.

The ICAC noted in its latest annual report issued today (July 10) that 2023 was “a year of fruitful endeavours and accomplishments” as the Commission advanced towards its golden jubilee. The ICAC sought to safeguard the remarkable achievements made in the past 50 years in combating corruption, contribute to the country’s “Belt and Road” Initiative, the Guangdong-Hong Kong-Macao Greater Bay Area development strategy and the advancement of the global anti-corruption cause by synergising the tripartite partnership formed with the International Association of Anti-Corruption Authorities (IAACA) and the Hong Kong International Academy Against Corruption (HKIAAC).

For the first time, the Hong Kong International Academy Against Corruption (HKIAAC) and the Anti-Corruption Initiative for Asia and the Pacific (ACI) jointly organised the Professional Development Programme on Innovative Investigative Technologies in Hong Kong to offer professional training to ACI members to enhance their capabilities in investigating corruption using technologies and advance the global anti-corruption cause. The ACI, jointly launched by the Asian Development Bank (ADB) and Organisation for Economic Co-operation and Development (OECD), supports countries in the region in formulating and implementing anti-corruption strategies.

An ICAC corruption investigation into bank officers earlier revealed that four people had conspired with others to deceive Japanese investors into investing over JPY400 million (about HK$28.4 million) in various companies which took part in investment projects in Africa by falsely representing that those companies’ bank accounts held asset totalling over HK$37 billion, and by using false bank documents. A self-employed financial consultant today (July 8) pleaded guilty to conspiracy to defraud at the District Court.

To mark the 50th anniversary of the ICAC, the Commission will open up its facilities on two weekends in August for members of the public to learn first-hand about Hong Kong’s anti-corruption history in the past five decades and the Commission’s latest anti-graft efforts.

A funeral agent, earlier charged by the ICAC, was today (July 4) convicted at the Kowloon City Magistrates’ Courts of offering a bribe of $3,000 to a fellow church member of a deceased elderly person for securing the business of the latter’s after-death arrangements.

Thirty senior management from Chinese enterprises in Hong Kong participated in a two-day “Professional Anti-corruption Training for Corporate Senior Executives” organised by the Hong Kong International Academy Against Corruption (HKIAAC), featuring experience sharing by ICAC officers and Mainland anti-corruption academics who shared a commitment to upholding integrity and compliance in business organisations operating in Hong Kong.

In the ICAC’s operation “Tenacity” mounted last month, multiple individuals were arrested for allegedly bribing members of football clubs for match-fixing to facilitate profiting from illegal gambling. While the relevant corruption investigation is ongoing, the Commission today (June 26) laid holding charges against three of the arrestees with betting with a bookmaker in view of the limit of time for prosecuting the offence concerned.

A former proprietor of an immigration consultancy was charged by the ICAC today (June 25) for allegedly conspiring with others to deceive the Immigration Department (ImmD) into granting the investment entrant application of a client by assisting the latter to make a false representation about his investment of HK$10 million in Hong Kong.
