Most of the government properties in Hong Kong, including department offices and staff quarters, are managed by the GPA 1. In 1990s, GPA managed a total of 50 joint-user office buildings (with an area of about 800,000 square metres), 19,000 quarter units (with an area of about 1,400,000 square metres) and security and cleaning work of 950 non-residential properties (Source of Information : GPA Annual Report).
Since 1994 and 1996, GPA has progressively outsourced the day-to-day management of quarter units and joint-user office buildings under its purview to private property management companies, using management contracts awarded by “open tendering”, “quotation contracts” or “pre-qualified tendering”.
1. GPA was formed in April 1990.
