Powering up global graft-fight

The Hong Kong ICAC has been playing an active role in sharing with the international community its anti-graft experience and forging close partnerships with counterparts in the global fight against corruption.

In June this year, the Malaysia Anti-Corruption Commission (MACC), in collaboration with the ICAC, hosted a virtual training programme for members of the International Association of Anti-Corruption Authorities (IAACA). The two-day programme consisted of six online panel sessions covering a wide range of anti-corruption topics such as tackling concealment of beneficial ownership, business ethics, community education and engagement. Apart from ICAC officers, about 280 participants from around 40 organisations all over the world were engaged in the programme. Ms Corinna Wong, an Assistant Director of the Community Relations Department, was invited to speak about ICAC’s community education and engagement work during the COVID-19 pandemic.

The ICAC had also partnered with the Asian Development Bank (ADB)/Organisation for Economic Cooperation and Development (OECD) Anti-Corruption Initiative for Asia Pacific to organise a series of capacity development programmes with in-depth anti-corruption topics. Four discussion sessions covering corruption risks in construction sector, public procurement as well as upholding integrity in government departments, engaging the young generation in the fight against corruption were hosted, attracting over 280 graft fighters from over 26 countries/economies.

In June this year, a three-day tailor-made online training sessions was hosted for the Anti-Corruption Commission of Bhutan, focusing on corruption prevention work, community engagement as well as the use of multi-media for youth education.

Travel restrictions and quarantine measures under the COVID-19 pandemic have inevitably disrupted face-to-face exchanges between the ICAC and our anti-corruption counterparts. Nevertheless, we continue to maintain close liaison with anti-corruption agencies on virtual platforms. Since the pandemic, the ICAC has so far delivered training programmes to over 240 graft fighters from 11 countries including Bosnia and Herzegovina, Greece, Moldova, Mongolia, Morocco, Myanmar, Oman, The Philippines, Romania, Sri Lanka and Thailand, all of which are countries along the Belt and Road route. These initiatives clearly demonstrate our commitment in sustaining international exchanges and capacity building in the global anti-corruption regime.
