The nomination period for the Election Committee (EC) Subsector Elections commenced today (October 7). The ICAC has launched a multifaceted education and publicity campaign under the theme “Abide by the Rules, Support Clean Elections” and worked closely with relevant government departments and organisations, including the Electoral Affairs Commission (EAC), the Registration and Electoral Office (REO), the Department of Justice, the Constitutional and Mainland Affairs Bureau, etc., to ensure the elections are conducted in a fair, open and honest manner, and are free from corrupt and illegal conduct.

ICAC Commissioner Mr Woo Ying-ming, leading his delegation, concluded his visit to the United Arab Emirates (UAE). During which the ICAC co-launched the “Integrity Behind Bars: A Guide on Corruption Risk Management in Prison Systems” (“Prison Guide”) with the United Nations Office on Drugs and Crime (UNODC) in the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi.

The ICAC today (September 30) charged a former employee of a cryptocurrency over-the-counter (OTC) trading store for allegedly accepting bribes to secretly divert clients to execute multiple Tether (USDT) transactions with cryptocurrency wallets belonging to others, involving a total transaction volume of nearly HK$9 million within a three-month period.

ICAC Commissioner Mr Woo Ying-ming undertakes an official visit to Abu Dhabi, United Arab Emirates (UAE) today (September 29) where he will attend the United Nations Congress on Crime Prevention and Criminal Justice as a member of the Chinese delegation, with the aim to exchange law enforcement experience and gain insight into emerging international trends in combating crime.

A former system engineer of a textile company was charged by the ICAC yesterday (September 28) for allegedly concealing conflicts of interest in the procurement of information technology (IT) products. He had secretly purchased the goods and resold them to the textile company through different suppliers after marking up prices. A relative of the system engineer was also charged for his role in the scam.

A service provider, charged by the ICAC, was convicted today (September 24) at the Eastern Magistrates’ Courts of aiding and abetting another person to commit misconduct in public office (MIPO). He had abetted a then assistant manager of the Hong Kong Trade Development Council (HKTDC) to divulge confidential tender information, which led to the awarding of an online market platform enhancement project worth over $2.3 million. The then HKTDC assistant manager involved in the case was previously sentenced, following her guilty plea.

The ICAC today (September 23) signed a Memorandum of Understanding (MoU) with the Public Prosecutor’s Office of Chile (PPO) to strengthen anti-corruption collaboration and enhance capabilities in combating crime through technology.

A Works Supervisor of the Housing Department (HD) appeared in the Tuen Mun Magistrates’ Courts today (September 23) for mention after being charged. It followed an ICAC investigation into a corruption complaint which revealed that he had allegedly placed over 400 bets involving approximately $500,000 in total on various overseas soccer matches on an illegal gambling platform within one month.

Following an investigation stemming from a corruption complaint concerning an application for registration as an electrical worker, an applicant and a registered electrical worker were charged by the ICAC today (September 22) with conspiracy to defraud. The duo had allegedly falsified the applicant’s work experience in the application lodged with the Electrical and Mechanical Services Department (EMSD) for the certificate.

The director of a former subcontractor of the Water Supplies Department (WSD), charged by the ICAC, was earlier jailed for 21 months following his guilty plea to submitting false reservoir inspection reports to swindle service payments. The District Court today (September 21) ordered the confiscation of crime proceeds totalling $680,000 from the subcontractor director.
