ICAC Commissioner Woo Ying-ming commenced a 3-day duty visit to Beijing where he attended the opening ceremony of a National Studies Course organised by the National Academy of Governance for middle and senior ICAC officers. The anti-graft chief will also take the opportunity to call on judiciary and procuratorate agencies for exchanges on anti-corruption work.

ICAC Commissioner Woo Ying-ming will take over as President of the International Association of Anti-Corruption Authorities (IAACA) tomorrow (September 1) to lead the IAACA to connect anti-corruption agencies (ACAs) around the globe for greater synergy in the fight against corruption.

A prisoner and his younger sister, charged by the ICAC, were today (August 30) respectively sentenced to six months and three months in jail at the West Kowloon Magistrates’ Courts for offering bribes totalling over $10,000 to an Assistant Officer II of the Correctional Services Department (CSD) for introducing various unauthorised articles into Lai Chi Kok Reception Centre (LCKRC) for the prisoner.

Two third-tier subcontractors of the construction projects of the Hong Kong Children’s Hospital and a private residential estate were earlier jailed for 15 months and 27 months after ICAC’s corruption probe revealed that they had defrauded two second-tier subcontractors of wage payments by overstating daily wages of plumbers. The District Court today (August 30) ordered to confiscate crime proceeds of over $570,000 from one of the defendants.

The Securities and Futures Commission (SFC) and the Independent Commission Against Corruption (ICAC) conducted a joint operation today involving two companies listed on The Stock Exchange of Hong Kong Limited on suspicion that their shares were being manipulated from December 2022 to August 2023 (Note 1).

A former district manager of an insurer and three downline agents of different tiers were today (August 29) charged by the ICAC for allegedly conspiring together to defraud the insurer of commissions, overriding commissions and bonuses totalling over $750,000 by making false representations that the lowest tier agent had handled various insurance policy applications. The illegal activities were revealed in the course of a corruption investigation.

A then Clinical Psychologist of the Social Welfare Department (SWD), charged by the ICAC, was today (August 28) sentenced to 30 months’ imprisonment at the District Court after admitting fraud by making false representations to two banks over mortgage and personal loans totalling about $4.77 million. The defendant and her husband, who was a Senior Building Services Engineer of the Electrical and Mechanical Services Department (EMSD), were also charged in a separate case with offences of maintaining a living standard above the official emoluments, bribery, misconduct in public office (MIPO) and money laundering.

A former lay member of the Medical Council of Hong Kong (Medical Council), charged by the ICAC, was today (August 25) sentenced to two and a half years’ imprisonment at the District Court for misconduct in public office (MIPO) for abusing her public office by disclosing personal information of a complainant and details of the complaint for pursing private gain to tout business as a solicitor. The offence was revealed in the course of a corruption probe by the Commission.

A former kindergarten teacher was yesterday (August 22) charged by the ICAC for allegedly bribing the principal of the kindergarten for issuing a false employment proof to support her overseas tourist visa application.

A former Project Assistant of the Home Affairs Department (HAD), charged by the ICAC, was today (August 23) sentenced to 120 hours of community service at the Tuen Mun Magistrates’ Courts for using medical certificates containing false information to mislead the HAD that her sick leave was recommended by doctors.
