The Rural Representative Election (including the Indigenous Inhabitant Representative Election, the Resident Representative Election as well as the Kaifong Representative Election held in Cheung Chau and Peng Chau), the elections of executive committees for the Rural Committees, the election of Special Councillors for the Heung Yee Kuk, as well as the by-elections of the aforesaid rural elections, are regulated by the Elections (Corrupt and Illegal Conduct) Ordinance (Cap. 554). The legislation, enforced by the Independent Commission Against Corruption (ICAC), aims to uphold honesty and prevent corrupt and illegal conduct in public elections.

The ICAC has launched a series of education and publicity activities to promote the "Support Clean Elections" message, to help candidates, their election helpers and electors better understand the legislation and avoid any contravention of the law due to misunderstanding or inadvertence.
