The case of a star tutor who conspired to commit misconduct in public office

Chapter 1

The anonymous complaint

In 2016, the Hong Kong Examinations and Assessment Authority (HKEAA) received an anonymous complaint against a tutorial school tutor (D1) who had allegedly leaked examination questions on his Facebook (FB) page minutes before the start of the Chinese Language Oral Examination of the Hong Kong Diploma of Secondary Education (HKDSE).

On suspicion of leaks of confidential information, the HKEAA referred the case to the Independent Commission Against Corruption (ICAC). After classifying the case in accordance with the established procedures for handling corruption complaints, the ICAC carefully looked into the case and found the allegation substantiated. Initial inquiries revealed the involvement of not only D1’s wife (D4), but also two Oral Examiners appointed by the HKEAA (D2 and D3).
