The complaint referred by HKEAA

Back in 2007 and 2009, the HKEAA discovered that the essay samples and questions published by a private tutorial school were almost identical to those in the upcoming Chinese Language public examinations of the respective years. However, owing to the lack of evidence against any HKEAA staff for accepting bribes in return for divulging examination questions to any tutorial schools, no action was taken.

Until 2016, the HKEAA received an anonymous complaint against a tutorial school tutor (D1) who had allegedly leaked the examination questions on his FB page before the start of the HKDSE Chinese Language Oral Examination for over ten days during the examination period. The examination questions were found to have been uploaded to his FB page at different time. Some of the questions were uploaded before candidates of the first session left the preparation room, some when other candidates were waiting in the reporting room, and some about ten minutes before the start of the examination.

Noting the gravity of the situation, the HKEAA immediately reduced the time for candidates to read the questions and repeatedly reminded them not to use mobile phones during the examination or upload the questions to social media. Notwithstanding these measures, the leaks continued.

On suspicion that someone might have leaked the examination questions to a tutorial school tutor, the HKEAA referred the case to the ICAC.
