The ICAC had earlier charged the operator of a small house developer, a village representative and small house applicants, totalling 11 people, for conspiring together to deceive the Lands Department into granting various building licences for a small house estate development project in Yuen Long by transferring “Ding Rights”. Following the guilty pleas and jailing of two of the applicants, one more applicant today (January 17) entered guilty plea at the Tuen Mun Magistrates’ Courts.

Expanding its anti-graft network to further international cooperation has always been a priority of the ICAC. Stepping into 2025, the Hong Kong International Academy Against Corruption (HKIAAC) co-hosted the first-ever capacity building programme on meaningful youth engagement in anti-corruption work with the Anti-Corruption Bureau of Brunei Darussalam (ACB) to assist the latter to engage young people in promoting integrity. The joint effort also marked the beginning of a series of initiatives to promote international co-operation for the year.

A then team leader of a subcontractor of the Three-Runway System Project (3RS Project) of the Hong Kong International Airport was charged by the ICAC today (January 15) for allegedly soliciting a bribe of $100 to $200 per day from a crane operator for continuing his employment. The worker did not resort to bribery.

The ICAC yesterday (January 13) charged four members of the same family for alleged vote-rigging at the 2023 Rural Ordinary Election – Resident Representative Election for Ha Pak Nai Tsuen in Yuen Long. The four defendants allegedly voted at the election, although they knew they were not entitled to do so, while two of them made false representation about living in the village to an electoral registration officer.

A then Associate Director of the Securities and Futures Commission (SFC) was charged by the ICAC today (January 9) with conspiracy to pervert the course of public justice by allegedly providing advice to subjects of an SFC investigation into suspected market manipulation in relation to a listed company on how to conduct themselves in the probe, including destroying potential evidence.

A then foreman of a subcontractor of the Three-Runway System Project (3RS Project) of the Hong Kong International Airport was charged by the ICAC yesterday (January 2) for allegedly soliciting and accepting bribes totalling over $16,000 from three bar-benders of the Terminal 2 expansion work for assisting them to continue their employment and assigning overtime work to earn extra payments.

A then Senior Immigration Assistant of the Immigration Department (ImmD), charged by the ICAC, today (January 2) pleaded guilty at the Eastern Magistrates’ Courts to breaching the Prevention of Bribery Ordinance (POBO) for using application forms containing false statements which concealed his outstanding loans with financial institutions to apply for salary advance totalling over $130,000 on four occasions in 11 years.

An ICAC investigation earlier revealed that a couple had defrauded the Social Welfare Department (SWD) of Traffic Accident Victim Assistance (TAVA) payments and insurers of medical compensation totalling about $680,000 by making false representation about their injuries in traffic accidents. The wife was earlier jailed for two years after pleading guilty to charges involving about $530,000 while the husband, convicted of defrauding the SWD of about $150,000 after trial, was today (December 23) sentenced to 14 months’ imprisonment at the Eastern Magistrates’ Courts.

Following the receipt of corruption complaints this year alleging corruption and exploitation involving imported workers, the ICAC conducted a thorough investigation and revealed that two imported team leaders of a subcontractor of the Three-Runway System Project (3RS Project) of the Hong Kong International Airport had allegedly collected bribes totalling over HK$6 million from 58 imported workers in relation to their employment. The two team leaders were charged with bribery today (December 19) while the operator and a manager of the subcontractor were wanted by the ICAC.

The Independent Commission Against Corruption (ICAC) today (December 18) entered into a Memorandum of Understanding (MoU) with the Competition Commission to enhance collaboration in combating corruption and anti-competitive conduct, reinforcing Hong Kong’s international reputation as a clean society and a level-playing field. The two parties also hosted the first joint operational training to gear up for greater synergy in future enforcement collaborations.
