The ICAC charged five people last Friday (May 19) after it was revealed in the course of a corruption investigation that the company secretary and the director of a subcontractor of a construction project allegedly conspired with others to defraud a contractor of about $9.6 million by falsifying wages information of workers.

In the course of a corruption investigation by the ICAC, it was revealed that two insurance agents allegedly recruited a person to pose as dummy insurance agent to obtain commissions and bonuses totalling over $270,000 by making false representations that three insurance policies were handled by the latter, and collected most of the sum from the dummy insurance agent. The duo were charged with conspiracy to launder crime proceeds yesterday (May 18).

A director of an intermediary company was charged by the ICAC yesterday (May 17) for allegedly offering bribes totalling $20,000 to a bank manager for assisting two non-domestic clients to open corporate accounts with the bank.

In the course of a corruption investigation by the ICAC, it was revealed that a former property agent deceived a bank, the Hong Kong Mortgage Corporation Limited (HKMC) and its subsidiary into maintaining to grant a mortgage loan of about $4.9 million to him by making false representations that a residential property was for self-use. The defendant was today (May 16) sentenced to 16 months’ imprisonment and the District Court also ordered to confiscate over $1 million from the defendant.

A then construction manager of a developer and five directors and staff of four subcontractors were charged with bribery by the ICAC today (May 15). The manager allegedly accepted advantages worth about $180,000, including cash, gifts, etc., provided by the co-defendants for disclosing internal documents and information to assist the latter in the tendering exercises for various work packages of 10 construction projects.

A former bar-bending site team leader and a former bar bender of a sub-contractor of the Third Runway Project of the Hong Kong International Airport (Third Runway Project), charged by the ICAC, were today (May 12) sentenced to nine months and five months in jail at the West Kowloon Magistrates’ Courts for conspiracy to solicit and accepting bribes from a fellow worker for continuing his employment with the sub-contractor.

A then Police Constable was charged by the ICAC yesterday (May 10) for allegedly accepting bribes totalling over $13,000 from a director of a money lending company for answering the latter’s enquiries in relation to the operation of the Police. The then Police Constable also allegedly solicited an unauthorised loan of about $10,000 from a colleague.

The Court of First Instance (CFI) of the High Court today (May 11) ordered to confiscate crime proceeds of $63 million from an investor who was sentenced to 45 months’ imprisonment in an ICAC case after pleading guilty to offering bribes of about $6.4 million to a then senior executive of a bank for making a substantial amount of net profit through trading of derivative warrants.

A former employee of an investment firm, charged by the ICAC, was today (May 11) sentenced to four months’ imprisonment at the Eastern Magistrates’ Courts for conspiring with two proprietors of a garage to accept bribes for awarding vehicle maintenance orders of the firm to the garage.

A former branch manager of a currency exchange company, charged by the ICAC, today (May 11) admitted at the District Court that she had stolen $940,000 from the company and used a false transaction record to cover up her misappropriation. The illegal activities were revealed in the course of a corruption investigation.
