The District Council Election and By-elections are regulated by the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) (Cap. 554). The legislation, enforced by the Independent Commission Against Corruption (ICAC), aims to ensure public elections are conducted fairly, openly and honestly, and free from corrupt and illegal conduct.
To help candidates, election helpers and electors better understand the requirements of the ECICO and avoid any contravention of the legislation due to misunderstanding or inadvertence, the ICAC will launch a series of educational and publicity activities on the theme of "Abide by the Rules Support Clean Elections".

According to the Elections (Corrupt and Illegal Conduct) Ordinance, using force or duress against a candidate; obstructing electors from voting; engaging in deceptive behaviours to obstruct or prevent others from voting; bribing electors; and publishing false or misleading statements about a candidate at an election might constitute breaches of the electoral law. The ICAC calls on all candidates, their election agents and helpers, and members of the public to uphold a clean and fair election and avoid breaching the electoral law inadvertently.
