Early Developments
Some operators of night clubs and bars widely dispersed over the Wan Chai area might risk prosecution by carrying out illegal activities in their premises for big profits such as prostitution and sale of liquor without a licence. For crime prevention purpose, random police raids would be mounted against such illegal acts. In a decoy operation conducted in September 2015, the Club Deputy Manager and a staff member of Private Club were arrested for prostitution-related offences. The staff member was charged in the following year.
Duties concerning the planning of operation, search of evidence and follow up investigation were held responsible by the Hong Kong Island Regional Anti-Triad and the Special Duty Squad (SDS) which reported regularly to Superintendent Y of Hong Kong Island Regional Headquarters. After the operation, the hostesses and the Club's staff member were respectively charged with the offences of breach of conditions of stay and the abetting offence upon legal advice from the Department of Justice (DoJ). SDS' probe into the Club's involvement in other crimes continued.
In 2016 and 2017, the Police received two anonymous complaints through email, with Superintendent Y as one of the recipients, about the procedural impropriety of a police officer in the investigation process of a private club.
