Chapter 1
All From An Anonymous Complaint
In 2016, the Independent Commission Against Corruption (ICAC) received an anonymous complaint alleging that a Superintendent of Police attached to the Crime Hong Kong Island Regional Headquarters might have been involved in corrupt activities. However, as not much information was provided except for the name of the Superintendent, investigating officers could do no otherwise but to conduct surveillance operations round-the-clock to pursue possible leads. With information disclosing his frequent contacts with two private club operators, the Superintendent was suspected of having abused his power to connive at illegal activities. Investigation then began.
