Anonymous Complaint
In 2014, the Independent Commission Against Corruption (ICAC) received an anonymous complaint against a Chief Technical Officer of Highways Department (the first defendant, D1) who was in charge of overseeing maintenance works in Kwun Tong District. He was alleged to have maintained close association with a Subcontractor (the second defendant, D2) who acted as a site agent of a term contractor of the Highways Department. The duo's frequent meals and entertainment trips to the mainland had given rise to suspicion that someone might have accepted advantages in return for improperly approving works orders of the Highways Department.
In accordance with the established procedures, the ICAC classified it as a corruption complaint. Travel records of the Chief Technical Officer and the Subcontractor were checked. Once the anonymous complaint was found substantiated, an investigation was subsequently mounted.
